O. Eve Higher Education Opportunity Program (HEOP)
HEOP at
Saint Rose began in 1970 when the Governor and the
Legislature of the State of New York approved a bill to provide
equal access to higher education for the "educationally and
economically disadvantaged" students in the state.
The State Education Department (SED) recognized that disadvantaged
students have special needs even when potential for college success
has been demonstrated.
Therefore, the SED funded and structured HEOP to provide screening,
testing, counseling, tutoring, supportive instructional programs
and financial assistance to ensure student success.
